Miami, FL — September 9, 2026. Manuel Alejandro Rojas Aparicio, founder of Safe Haven Holdings LLC, is building a Section 8-focused rental housing operation in Miami designed to run on artificial intelligence instead of a traditional payroll.
'I don't have employees. I have agents,' Rojas Aparicio says of the model, referring to AI agents that handle tenant screening support, rent tracking, maintenance coordination and communications around the clock.
The strategy centers on acquiring affordable rental properties and working with Housing Choice Voucher holders — tenants whose rent payments are backed by the federal Section 8 program.
Rojas Aparicio brings fifteen years of cross-border business experience between Venezuela and the United States to the venture. Safe Haven Holdings LLC, his Miami-based company, anchors the real estate side of the operation. He is also documenting the process publicly with a five-part video series on Section 8 investing for his YouTube channel.
'Most people see Section 8 as complicated paperwork. I see it as housing infrastructure,' he says. 'If you run it with real systems, everybody wins: the tenant, the neighborhood, and the investor.'
